This included occupancy above state required threshold that is already high, pets/animals, disturbing other occupants, smoking, etc. 

I just did a quick search of Ontario law and it's one of the most disturbing things I've ever attempted to read.

In this time, everybody was able to get out of their spaces comfortably and ultimately did not cause any disturbance.

Multi buyers are usually seasoned investor and don't want to waste time looking at units unless they have them under contract.Sellers don't want to disturb tenants etc.
