Is this the correct next step to do or should I go to another title company? 

A door lock doesn't function, four cracked windows, a broken door handle...those sound like issues the PM should have found during the inspection.When you get a lot of repair requests from a new tenant and they seem to be legit, I would recommend they spend a week or two getting settled, write down all the issues they come across, then send your contractor to handle everything at once.

Especially since you don't live in SD anymore.Lastly, multi family units and apartment complexes simply offer greater economies of scale for maintenance and other expenses because it's more "doors" under one roof.

I'm a newer investors and have 9 doors across memphis and detroit.

If you have a small multifamily (let’s say 4-family apartment) that has a main common entry door into the building, are you supposed to change the lock whenever any tenant moves and then give all the tenants the new key?

If you can house hack to save money and get in the door I would do that.

The upstairs has a separate entrance, then 2 bedrooms, kitchen, living area and bathroom plus a door going out to a balcony from the kitchen.

Are you managing your doors yourself or through a property manager?  

Another tenant keeps complaining that they are smoking and he is 100% sure it is them because they leave the door open and he has seen them. 

The unit is in an “A” location but we don’t love the layout and it is on a very small lot with a minimal yard and one car garage.
