Tenant smoking hookah in the apartment

Hello

I have a new tenant who moved in only recently. I have in the lease no smoking clause but they are doing hookah inside the apartment. Is hookah generally acceptable?

When should I flag an alarm. Appreciate your inputs

Had same issue. Tenant swore they didn't smoke in the unit. Another tenant keeps complaining that they are smoking and he is 100% sure it is them because they leave the door open and he has seen them. 

Finally tenant says they do use hookahs and smoke cigars, but that is not smoking. 😠🤬

I changed my lease to be a little more idiot proof: Smoking is prohibited in the unit, on the balcony, and on the patio. Smoking is considered cigarettes, cigars, pipes, hookahs, water pipes, vapes, e-cigarettes, and any other like instrument that produces smoke or vapor, regardless of whether tobacco or other consumables are used.
