@Lara FobianI've had good results scrubbing with a mild solution of Simple Green then latex Kilz.

In the absence of formal or informal lease terms (and considering the lack of rent), the sons are probably not tenants and thus eviction may be an inappropriate solution. 

I just learned however, that because I have cripple walls taller than 4 ft. my house requires an "engineered solution that meets Chapter A3" to qualify for the grant money.

Anyone have a good solution or example of what they might be doing to offload this cost and help their tenants realize they should turn the faucet off occasionally?

The situation was ultimately resolved, though, I wished that RDU had started with a solution-oriented disposition which favored the resident experience.The first embers of deteriorating communication from RDU began about mid-2017.

Simple solution here is non-renewal.
