You aren't being bad if you charge a late fee,  tenants test you if they think they can get away with it, but when you are a no ifs/ands/whats about it, lease enforcer, they will likely become great tenants!

You answered that the county she's in doesn't have one so I would think that she would not have access to a program. if she is sick of running into No-Good landlords why don't you put her into a good landlords unit. there are many out there. is it possible she is a no good tenant?
