I use the midgrade velspar nuetral base with C4 L4 tint added(off white) It is in every rental, If I have to touch up or just repaint 1 wall it blends perfectly.

Can I just repaint over or i have to use an Enveromental company to do that?

When we moved out, we threw out the blinds and drapes (and replaced them); washed the walls several times with TSP; primed with two coats of Zinsser; and repainted the entire room.

To be honest, when I have inherited tenants that have lived there for a few years I just assume I will need to repaint the entire unit and make repairs which may include replacing carpeting/flooring, some doors, etc.  

It is inexpensive and covers well.Because we use the same colors in all of our units, after a move out we can touch up a wall or two without having to repaint everything.
