It would have saved a lot of oversending and poor tenant choices.

With that many supposedly empty dwellings, you have no idea if the population declined that tiny amount because so many people are living between the cracks.Unless some affordable housing starts getting built somewhere in the USA in the near future, I see a lot of people landing here, not because they want to, but because they have no other choice at their price point (zero).

But that choice is for you to make.  

I just thought it ironic that here owners put in wells to save money while many other parts of the nation, the people who choose wells do so because they do not have a choice.

I don't think I can go wrong, but want to make the right choice.

Salem is a great choice.

The tenant doesn't have a choice legally. 

Perhaps you can send him an email that simply states that if he does not return your keys, you will have no choice but to file a police report in two days, which would be a hassle for both of you.

Just my choice of "poison" I guess.
