But as Ned said, it's very difficult to find good deals and find enough good deals consistently to make a living at it, and it alone.My current opinion on this, and my plan, is to have 4 real estate investing income streams and add 2 additional real estate income streams that are not real estate investing related.As Ned said, the key is to NOT try to do all of them at the same time, or it's not going to work.  

There are tons of great books, resources, and connections you can make from BP, and as @Ned Carey said there are a ton of active investors from Baltimore (there's also a Facebook group with about 6000+ investors in the Baltimore area in the group). 

The understanding of both the buyer and the seller need to be the same.2) In simple technical terms, as Ned Carey said, a contract needs:A) An offer (in purchasing real estate it is an offer to purchase, or an offer to sell); B) Acceptance of the offer; and,C) Consideration (each party exchanges something of value - money is exchanged for property and property is exchanged for money).Also - there needs to be a "meeting of the minds" - both parties must have a mutual understanding of, and a mutual agreement to, the terms of the deal.3) A contract is the means by which we capture this understanding and record it in such a way that it can be used to resolve disputes that may arise from the deal.

Houses are cheap but it seems very 'block to block' as Ned mentioned.

As Ned notes, there are basic contracts around, but for such an important agreement, I would go to an attorney and have them draft an agreement for you that fits all of your and your partners needs for this particular partnership.

I As @Ned Carey says, tax liens and deeds are just one strategy of 100.So this depends on you and what you are interested in.
