Imagine if he does a perfect install job, but the unit catches fire anyway?

By improvements I mean that there is power, water and sewer/septic installed and working.

Here's a few examples:Does the lender release for materials on site or do they have to be installed? 

When we setup and furnished our STR last year, the internet/tv service provider would only install internet.

I cannot sell a house with broken equipment, and I cannot pay someone for breaking what they were suppose to install. 

Part of what you are describing is what they call an installment land contract.

I also tried to install it today and couldn't find it in the app store.

@Jamie BanksI understand there are multiple parties: 1) displaced insurance policy holder (tenants)  2) ALE 3) The company that supplies all the furniture and install the washer and dryer. 

His opinion is that we don't need to install piers right now, but we should focus on making sure water doesn't flow towards the house from the outside.
