So I can't speak for the bank but it may not be any one of these reasons, rather a combination of them.One way you might get the equity out of your property at this point is from a private 2nd mortgage you put on the property.Lastly, as long as you don't have a FHA loan in your name already, you usually should be able to to get a FHA loan if you qualify.Best,Dave
