Adding a 'fake service dog' clause to your lease is not illegal and having it initialed is grounds for breach if violated.One additional thought.. schools should be freely willing to tell you whether they trained the animal or not. 

If my market would tolerate it, I would provide no appliances.You are spot on that tenants will not allow enough time for things to cool or they will stuff it full and block the air circulation.

The apt I'm in do not have no good ventilation and I can't afford to utilize the air conditioner and can't afford to buy fans like I would need like 2 more fans in order to help the rooms circulate good cool air. 

When called for, I freely give them the money and they can stay with a friend or grab a cheaper place across town and pocket the difference. 

We can't raise rents as freely, we can't non renew a tenant on 30 days notice.

It brings the cool air from the floor, and circulates it through the room.  

Air circulation should keep the temperatures close to even. 

I have a few clarification questions: You said "have access to", I don't mean to pry but is the money yours to freely do with as you wish(you do not have to pay back at a certain time).

Depends state-by-state but generally you just take title to the home (eg, actually buy it yourself), then you can advertise it freely and openly and negotiate whatever deals you want.
