to add more about village rules...Any property non-owner occupied ( like us investors) needs to submit an as-is architectural plan, even if you are doing just a paint job - dollar amount  does not matter, you also have to submit a refundable $10K bond as earlier mentioned.Final advice, do not try to do any work without permits!

I am very familiar with this type of property with my background and interests in architecture, plumbing and mechanical, banking and finance as well as living in the penthouse condo in downtown Sioux Falls that was a total gut rehab of a 112 year old concrete grain elevator of which I was part of the project.

Probably somewhere between $70-170 per square foot, depending on:- Your experience- Specific architectural design decisions- Level of finishes- How the project is managed (you or a GC)- Time of year- Type of contractors used- Above-grade vs. below-grade footprint- The amount of work required to get utilities to the structure- Your negotiating skill
