I think the bear case for FDO is that at some point management of Dollar tree gets fed up of trying to fix the brand and just sells it off to private equity which could lower the creditworthiness more.

As for your federal taxes I have lived in a number of states (none of them VA) and never had the Feds wait for a state filing so I think the issue with your federal return delay may be different.
