If we were a prospect tenant I would rather you come out and say you wouldn't rent to me because you don't like my hair color, or the way the planets are aligned etc..

because using cheaper stuff that he thinks you wont know about increases his bottom line. since his money has nothing to do with materials now, burning you does him no good. lastly, and not least PAY NO MONEY UPFRONT EVER. these guys could be on the other side of the planet by next week, contract or no contract. youre easy to find because he knows where your house is, and you'll sign whatever he wants.
