I had a similar story last year but that is when I was adding another gas meter to the building to officially have one meter for each unit when I first bought it.

@Christopher Mozgawa - I would agree with others on here that the first step is to talk to an attorney and a cpa.Having said that, I would also council the following based on my own recent experiences (I am neither an attorney nor a cpa so do not take this as official)...Ask both if they invest themselves.

Un-officially the power companies want everybody to have 200 amp service, so that might be coming, though not required now.The gas company will check their records and see when service was last activated.

I'm sure it's often the same way in most government offices, I know my neighbor has slow office times as she has mentioned it being boring at times.Now, understanding that, and knowing most have their computers sitting on their desk, I'd think of the tens of thousands of IRS and finance officials it would be prudent to assume they may lurk on some internet sites, for giggles if nothing else.

The only idea I'd have would be to contact the current owner, who may or may not be very excited to discuss the auction where he's going to officially lose his building, but the current owner is actually someone we know, not real well but more like a friend of a friend and I just don't feel comfortable approaching him about this building he's about to lose.

My Spanish is at about the level of a 3 year old ;) The callers will either keep it extremely simple, or put someone on the phone that does speak English.We haven't signed a lease with a non English speaking tenant, but my attorney said the official language of leases is English and if they sign it without understanding it, they are still bound by it.
