One of the reasons this is such a great place to be a landlord is that even people who are marginal in life skills or having addiction probs, etc, understand that having a good roof over their head requires paying the rent and not damaging the place.

Take them off and either use paint stripper, or, i don't know if you have ever watched the show rehab addict ( i have never tried this) but she puts the parts in a crock pot with water and cooks the paint off. i'm sure you can look that up and find out exactly what she does. good luck with the project.
