Some tenants prefer the landlord pay the utilities, especially gas in cold climates, that way they know what the monthly expense will be no matter what.

I have personal family experience with this sort of hoarding behavior and I can assure you, the underlying disease (perhaps in this case obsessive compulsive disorder or schizophrenia-related mental illness) is devastating as you probably can guess.

Why I am thinking wood-look tile:- Single story- Low maintenance + high durabilty- Hot climate - Less worry about pet damageWhy I am hesitant- I am not an expert on flooring/wood tile- "hard floors" may deter tenants over long-haul
