Public transportation expansions are happening, street repairs, Whole Foods Distribution, and about $2m worth of business proposals including a hotel for tourism is in the works because of the Historic Pullman District and President Obama naming it a National Park District.

So far we have spent approx $12,000, not counting Gas and transportation.  

There is a huge amount of development of apartment complexes offering transportation etc. where students rent a room for $475/month.

I was moved to Japan, so they also paid for my housing and transportation there! 

Also you are right about the cars but given the small size of the city and amazing public transport, not to mention cheap taxis, a car is truly a luxury!

That is also the direction away from the public transportation.

Modular's have less problems if built on site and not transported by axle and completed as a mobile with a HUD tag.

This mainly means that it is close to transportation and no more than 30-40 minutes from Manhattan (I work in the city), and has good parks nearby to run/cycle.
