I will echo everyone's comments: Find a good PM, stay in C class neighborhoods, know that it's a long game, and that you're going to be writing a personal check now and then if something big goes wrong.

I’m fairly new to real estate, but not that new(I’ve had a tenant for a couple of years), but I have few questions regarding this post that I’m a little ashamed to ask, because it seems like I’ve been doing things wrong with my rental property/tenant I have now and I want to get better and change my habits so I can use the best practices and do things the right way, anyway: I live in PA, I don’t know if laws are different from state to state, but when it comes to smoke detectors and CO we should be replacing those in our rentals every 10 years?

The vast majority of lawsuits against Landlords are for wrongful eviction, security deposit disputes, and Fair Housing Violations.

There is nothing wrong with your plan. 10 years ago, I inadvertly did it as I bought a home lost my job and move away within 4 months.

You're starting from the wrong end.

BRRRR: can add a modular bedroom/bathroom/pool/hot tub to rehab, rent, refinance, and repeatIf I do this right, I think I can still use a 5% conventional loan, although I might be wrong about that? 

We're not actively buying but when we jump in the river the current is strong in the wrong direction (like described above).
