As for labor you gotta ask one of your local contractor how much they're charging to do carpeting for That X sqft.If you don't wanna do all that you can simply use $10/sqft for light rehab, $15/sqft for medium rehab and $20/sqft for major rehab and get your numbers that way.

Unless you consider yourself a 9 or 10 on the dyi talent scale I'd stay away from a below grade ductless and opt for retrofitting with cadet heaters with a thermostat  and educating tenants on keeping them set at medium/low during the winter.
