TOC stands for "transit oriented communities" and TOC approved plans provide developers the opportunity to add some lower income units in their development near transit to promote less car travel and help provide more affordable housing units in the area.

Not sure where this deal is located or if you are planning on using a PM, but PMs will be fluent with this type of transition, too.

One lesson I learned was transitioning to the next house hack smoothly.

This isn't to try and get one over on you, but I'd have to protect myself against the tough transition points between the surprises that they hadn't finished yet, or did incorrectly (not saying due to shotty work, it just happens sometimes), or any other things that I'd then be placing myself responsible for as the new license holder on the permit.  

The PM and I figured keeping the tenants in the loop would be a good thing and help with a smother transition. 

I started out by running Spartan races, and cleaning up my diet, to eventually transitioning into a bodybuilding and powerlifting approach on things. 

Having a checklist of items that should be addressed before a tenant arrives can help make the transition easier and ensure you don't miss an important step.
