The city my rentals are in is sorely lacking and the landlord groups I have met with say the same.

I see them semi-regular but we expect outstanding ROI so RE that others may find acceptable we usually pass. 

Cleaning is a sore spot because as Jon says, most form leases say "broom clean" and unless you have a separate cleaning/turnover fee in your lease, you don't get to charge them anything more.  

I don't have experience as a landlord, but I have one as a housemate and one as a friend to someone with Section 8 assistance:In the last apt. that I rented briefly before we moved into our "forever home" the downstairs neighbor was a beautiful young woman with a tragic psychotic disorder.  

Their premise was the rules were created by the developer back in 2004 and is sorely outdated in comparison to what is available today.However, I have no other comparison so I'm here asking you guys.
