So if they buy a condo for $700K as part of a 1031 exchange what is the portion they would have to pay capital gains to? 

A turn key would be great, but I am open to doing repairs along the lines of walls and flooring updates.  

A condo or townhouse are appealing to us as a first investment.

(Call them condos if you want the pride of ownership.)

I am looking to make an offer a 2BR condo for use as a long term rental.

We also updated the entire flooring, renovated the kitchen with new appliances, overhauled both bathrooms, and added new washer and dryer units.

I would recommend buying a standard SFH with opportunities for an ADU, or a split floor plan where you could rent out the rooms!

Some of the materials we choose and asked him to pick up (such as flooring) he replaced with low quality materials, I assume to keep more of our money for himself.
