They are 1099-ed.Project Manager - Can be another name for a GC in real estate lexicon, but I see this person as a manager of the general contractors.Our company hires GCs to do all of our jobs.

I can't speak for Maryland (Even though I live here now)  but in Florida it would not be illegal to pay the bonus/referral fee to a non licensed person (as long are you are also not licensed as a real estate agent)  but it would be illegal for them to receive it.

@Greg Sonnier If you use a partnership /LLC/or other entity with your IRA and a “disqualified person” as the other party you are correct you will have to use a non-recourse loan and UBIT will most likely be required.
