The new legislation specifically targets investors who flip contracts.When you buy and sell on your own account you are not doing so for compensation or valuable consideration from third parties like real estate brokers do.

I feel this target can be achieved given recent cap rates sold in the area, and hundreds of thousands of dollars worth of renovations combined done by me the landlord (1 unit+exterior), and my amazing tenants who did gut renovations of their units.The general rule of thumb is to use 3 lenders for cash out refinance right?

Define your targets above, note your starting point and ask in this forum how to achieve.  

I am not familiar with New Port Richey as a city and it did not come up on any of my research as a target market ( I was thinking more in terms of Orlando/Jacksonville in FL).

. $4k/month is an easy target.

@Ryan Holtz the Midwest offers many cities that will lead to cashflow on a purchase with 20-2% down.The challenge is YOU understanding the differences between Class A, B & C, so you invest wisely and your expectations are met.You'll probably want to target Class B or C for cashflow, but make SURE you understand the pro & con differences.

You can camouflage the target on your back a bit by holding the title in a living trust. 

I think your target audience for renting by the room would be college students or young working professionals.
