3: Regarding the cosmetic work you mentioned, will this require cosmetic work to all 8 units or will exterior cosmetic work alone help increase the properties value eg(repainting the the outside of the 8 unit building landscaping etc)?

Keeping your property looking nice will encourage other owners to do the same and perhaps improve the whole community.I would not repaint the house unless it's ready for it.

The kitchen and baths look lights out, its all fully repainted with new flooring throughout, and the exterior of the house is great.

We had to rehab this property by cleaning, repainting, installing new lighting, removing mold from the basement, and installing new plumbing.

Repainting the exterior, landscaping, replacing or adding lighting, new flooring in common areas etc.

If I let him go, I would need to swap out the washer/dryer and repaint, as well as fix any other issues that I'm not aware of.

If I had to have things repainted even if they paid for it, it would have been a pretty decent delay in getting things turned over.
