If you take advantage of new technologies: thermal mass electric resistance heating elements or electric air-2-air or ground-2-air heat pumps (especially ductless units with split heads), electricity can actually be cheaper.We have no oil heated properties and whenever we pursue a property heated with oil, we determine the cost of converting it to natural gas or electric and bake it into our analysis.

They do not bake in that cost and then later try to get  a PM but for cheap since they cannot afford it in their cash flow model.

If so, require that the new tenant(s) provide(s) proof they've placed the utilities in their name(s) prior to giving them the keys.If the utilities cannot be attributed directly to a tenant, then you will most likely need to bake them into the rent.Another alternative we offer to our student tenants is a utilities budget programme whereby they prepay the utilities each month; we provide them with a copy of the utility bills; every quarter we reconcile.

baking soda + hydrogen peroxide 3% + laundry soapy solution seems to work best to neutralize the skunks secretions from hard surfaces (and pets fur), spot test first though.for human skin, tomato sauce or ketchup helps neutralize more gently.

If it was a newer system , I would dig down to a drainfield pipe and cut out a section and run a sewer snake down the drainfield , then I would follow with caustic soda down the drainfield .
