If you can raise rents (given the strong demand) and/ or implement rubs (or put separate meters for the utilities) you could really increase the value to the property.  

If it's for water I'd just implement the RUBS system, have tenants add it to their rent check each month.

The immediate perceived difference I see is a secured gate but that can be implemented on any multiplex property, really.

But again, you should really think about the added benefit against the time, hassle and effort required to take this step.As @Daniel Gonzalez has mentioned you can do improvement pass through as a strategy, but again you need time and money to implement this piece.
