Go pick up a crappy car or truck that runs , cut off the muffler , fill the tank 1/2 way with gasoline , a, park it near the building , let it run 1/2 throttle , the noise will get him out after a while .

Most cops will take the report and begin watching the property to see if there is any justification and to make sure you aren't a person with an axe to grind against this person.

Listen to the that small voice inside you that guides you to live your life, not the noise from others. 

Simply putting on a new roof would not require your tenant leave, although you may want to compensate them, maybe a gift certificate or rent rebate for putting up with the noise for a few days.

I find value on seeing what they've said in posts, and that they are doing more then just posting noise to the forums.

There’s are houses only lining one side of the block because the other side is church property and a interstate with a giant noise barrier wall.

The shingles are not dangerous at all as long as you don't take them into a small room and grind them up while breathing in the air.
