If you mix up the TSP as strong as you indicate and you're dealing with only two or so latex coats over oil paint, the latex paint will soften while it's wet with TSP solution into, well, latex, and start to peel like a rubberized coating off the wall from the underlying oil paint.This happened to me last year.

So will sealing with an oil based primer; purchase the low odor variety or you'll need to wear a mask when using this stuff or have very good ventilation when working with it.

In the end about 15% of the work was actually done and poor quality work where 4 months later the paint is already peeling on the outside of the house and roof supports are sagging.

In older structures originally painted with oil-based paint, when you put too much concentrated TSP on your walls and scrub it in with a sponge mop, multiple layers of latex paint go soft and start peeling right off down to the oil-based paint.

I like to use the factory pre-mixed colors because I find they are much more consistent between batches,available in flat and semi and the better quality stuff $116 for 5 gallons, vs the cheap stuff that's $60 that peels/fails more often.Good luck!
