I'd start by talking to a mortgage broker/loan officer to find out how much you're qualified for. 

I have escalated to the governors office and have been assigned a liason but have not gotten anywhere really.

I have learned to engage the community development office in the towns that I am investing in. 

Yeah I'm currently checking with the towns code/zoning enforcement officer.
