I see no difference with an untrained gun toter in public (or even a trained gun toter who isn't 100% psychologically stable) -- they are a threat to the public in the same way a drunk driver is...they have the ability to easily kill by stupid action.

That said, as someone mentioned in the other thread, there is also a psychological component, and it's sometimes correct to go with the suboptimal financial solution in order to appease the psyche...
