How are people screening and weeding out the legit service animals from the bogus ones, when you aren't allowed to ask any questions?

His background screening thru avail.co didnt reveal any bad info.  

When you start to have buildings fully depreciate and others that were bought so long ago the depreciation is hardly a blip on the screen you come to realize the importance of feeding the machine.

We have never been through an inspection but I know we need screens in all windows.Do the window screens need to open?
