It's been a couple of years since we've had to replace a carpet, but I'd be happy to share the contractor we used.And, no, Home Depot will never be cheaper than an independent contractor: They have to mark up the cost for it to make sense for them to be involved.

As for a good lawyer in Rochester...ask @Mark Cumbie he's the RE professional of Rochester. 

Then you view the property to determine what repairs will cost.With that information, you should be able to determine your offer - again realizing that you plan to mark it up and sell to someone who also intends to make a profit.This is what I do every day.
