IN addition we were well capitalized  with many millions in working cash and 8 figure Lines of credit for distressed real estate purchases. 

I took quite a break from buying properties and now on the hunt again.

The rehab expenses don't line up but they are not stealing, I would suggest having a zoom call or sit down with their PM or account manager to see what is not lining up and where you see issues compared to what they have on their sheet. 

The specifics usually depend on agreements with the tribal government.

I would never form an entity with them when I can do it online with a firm that charges a fraction of what they charge).
