I have $110k to play with,  zero debt, no bills, 90k a year career and can't find nothing here in Los Angeles Ventura County area!

But living debt free, in a house that you own with no mortgage, no commute, spending more time with your family, being in touch with nature in a smog free environment on daily basis, and no bills crushing you every month - some people see value in that.

As much as you or I would like it to be black or white what they are saying is they think the HUD interpretation is mainly from Anglo-Saxon values where people aren't supposed to share bedrooms with the opposite sex, but that in other cultures they do so that using HUD is discriminatory.

With no bills and either free and clear home OR rental, my figures show 4-5K would be MORE than adaquate.

Make sure no bills are past due as they are usually tied to the MH and not the person, thus you would have to pay them off before getting the utilities into your name.  

So no bills for the owner (though owner normally has gas, and on larger properties there is normally a "house" electric meter for outdoor lights and maybe a house gas meter for laundry or hot water heater/broiler)As opposed to single / 'master' metered properties where the units are leased as 'all bills paid'
