Hello, I am a new California landlord whom bought a property 2 years ago with existing tenants. 

Especially Florida, Texas and California.

Indeed, In the OP's jurisdiction the only utility that can be divided between tenants without sub metering is water (Riverside, CA). 

In the state of California, to represent property owners by managing their properties, you need to have a real estate broker's license, or work under a broker that allows you to do property management.  

If the property is in California, sticking with a month-to-month lease may make it easier to remove a problematic tenant.
