Lease term for long-term rental

I have a vacant rental that I am trying to use a property manager for the first time in Sonoma County (Windsor). The property manager feels it's risky to do anything other than a month-to-month lease right now. Is anyone else hearing this? I've always done 1 year leases so I am surprised to hear this.

Did you ask the PM why? It could be due to local laws as to how easy it is to get rid of tenants if there is a problem.  Given the cost of placing a tenant and the vacancy, I'd want a 1 year lease and then go month to month.
