No a workroom (saws/lathes, spray paint)in the bedroom is not an acceptable use.  

(If you have a spray foam attic decking you might think about replacing as you won’t know about a leak till it’s late)

Brush it to remove the rust and spray leak seek depending on how bad the corrosion is.

Spray the whole floor down and that might do the trick. 

Get someone who can spray a quality finish, no brushing.

Older elderly retired, but is not the cleanest person, my pest control guy went over there and said there where bunch of fruit flys and tenant wanted him to spray chemicals which he said he couldn’t do that, and kindly said to clean up and pick up after her self.
