I'm not saying it's impossible, but I'd follow Gary's advice and get virtual assistants to post apartments online and field phone calls and do research.

As Gary mention check to see if the circuit is in phase, multiple outlets along the circuit need to be check as the slightest darw can trip the GFI outlet.
