Pursue a joint venture with a developer where your group provides the land and maybe some capital and the developer provides the expertise and possibly capital as well. 

I did this on One of my steps on my own home and it looks perfect.The steps are tougher as you have two boards meeting at a nasty joint.

However if the clog was found in the main of a particular unit before it joints the main to the street. then by all means approach that tenant with a bill, Hopefully you took some pics of the stuff that you took out so you can prove your case.
