The main reason is because local governments are getting quite aggressive trying to shut down STRs and creating new taxes etc for them.

More states are changing their laws to accommodate assistance programs.

When the government provides the utility and the bill goes unpaid it can cause a lien on your property.

I've met many people though who go thru these programs and never buy a thing. 

How long from the time of application and until getting the funds.Me and my delinquent tenant filled out the paper work May 9th right before closing of the program and it still says ready for review.I am in eviction court as we speak and just got done with the 28day ERP BS and to be honest if I had to do it all over again I would have filed earlier and used a lawyer.

I only drive on the interstate when I can use my peach pass or you will sit in traffic for hours barely moving.Lots of CA and NY buyers moving away from political views and government changes they do not believe in.

I think if the REIAs  acknowledge they are taking a kickback then I guess that is OK.. but the ones here in Oregon I dont think man folks understand that is happening.. as the guys running it will start talking about how great the program is and they will be the first one to sign up.
