If I'm correct this seller contacted the investor to come and buy their house & they signed an agreement that both parties agreed to and after 7 days the contingency period ended with no sale then this allowed in Texas because if you have an "option" to buy then the buyer can sale his position in the contract unless it's spelled out in the contract that it can not which you would see in bank owned properties sold through the MLS.Remember if a complaint is filed then both parties (buyer and seller) are responsible because they agreed to terms so be careful with that.

I have it very spelled out in my leases because I ran into issues in the last few years and got tired of the complaints and headaches and now I have no issues with parking. 4 cars for one apartment is too many and unfair to the others.

I ask because you may want to make this decision from the inside out and see of the numbers would work for an investor.Personally I lived in Kennesaw for short spell and from my memory I didn't see many 3BR/1BA on the market when I was looking for a rental while out there (and just researching the market) so that could be a good or bad thing.Either way, good luck!
