Ned you’re correct two separate issues that unfortunately doesn’t look like any great workarounds.

Unfortunately you really need to treat with bait boxes.  

(I've written about the topic on the forums many times).I also have personal experience rehabbing properties with structural issues (unfortunately).I've bought and rehabbed properties in almost every condition imaginable, but I've never knowingly bought a property with significant structural issues--that's my one deal-breaker.

Unfortunately this is extremely common, I would not be scared off but I would get a pro in there to evaluate.

Unfortunately, there is not a central place for everywhere in the area, but you can always reach out to each individual zoning office to be directed to where to go or look at the zoning maps for the various cities/county.
