Not all are like that but a big amount are.Drugstore depends on if you are talking about CVS, Walgreens, Rite Aid,etc.      

I worked hard, MBA, 20 year tech career, so I could pay 100K a year in federal taxes for lazy and dumb people to get free housing, free health care and free food while they pop out more kids.

Economic anchors are things that are not going anywhere anytime soon, like state government, major universities, major health care centers, or manufacturers that are independent of the economy like military suppliers.  

I know that AUE Elementary   School and Health Careers HS are great schools in great districts.
