If it is so loud that it is causing a disturbance to the neighborhood then they need to tell the neighbors and if it a party during town quiet hours (most towns have these) then they should call the police.

@Mike Milano The question is not about the safety of application, the question behind the question is: will this primer "seal in place" the lead paint without any EPA violation against the lead being friable, also will it not disturb that lead paint/chip when it is applied, I know for a fact that rollers and paint brushes can chip out paint especially when epoxy or even simply paint is applied, there is a viscosity factor when you start applying it, therefore if you have a chipped paint and you roll it with something viscous, then you are potentially spreading the lead based paint.
