When using more than 2 it adds a lot to my processes and have found the difference between these companies is very slim and is based on who you get from those companies, so I have stuck with these two (for now)

Either would be a great option; I'd probably choose Roseville because it's more established, but the City of Elk Grove deserves a lot of credit for its impactful growth programs, so it wouldn't be a bad option.
