Sure a PA can require a Seller to notify/supply the Buyer with copies of city notices, etc.

Ask a PA lawyer if you can do something like a determination of descent to clear the title to the property rather than 2 administrations in 2 states.

I am not aware of a PA statute saying you can't charge for these things. 

I was signed up for auto-renewal and for a PA LLC it went from $169 to $399.

If I was a NY attorney, I wouldn't feel comfortable advising on a PA matter.
