If that doesn't work, use whatever legal means are available to get rid of him as quickly as possible.For those of us in states where marijuana is illegal, we can report the odor to the police and they can handle it.

If the previous smoker was a heavy indoor smoker (probably the case in light of the lingering smell) then the odor can penetrate sheetrock more than most people realize.

Pull up the flooring, clean it the best you can with odor neutralizers then paint the floor with latex paint which will trap the odor generating urine.
