Consider hiring a good property manager. 

I would NOT advise a client to ever purchase a tenant occupied property with uncooperative tenants unless they are very experienced investors or the property purchase price comes at a discount that reflects this fairly major issue they are conveying to you with the sale.How long has this place been on the market?

Can't technically have a multi unit property as a 2nd primary home, but can do it as an investment property!

Though this property had some challenging tenants and plumbing issues, it paid for itself and put a little cash in my pocket every month.

I have purchased many properties without a tenant in place.

I just had a potential buyer on a property we have a under agreement with them allegedly appear to "manipulate" the inspection report to add additional items in order to renegotiate the price of the property. 

I would much rather add a property to my portfolio..
